I wouldn't consider it necessary unless there were plans afoot to disrupt the flow of traffic/ close the road. Any group of neighbours are perfectly entitled to gather on any public space (not being a vehicular road) for any purpose and I think the beauty of it is to keep it self-organised and self-promoted. At the moment, I don't see any merit in getting the Council involved...
